アドバイスいただき、ありがとうございます。

現状は、user1アカウントをpasswd追加、shadowにuser1のパスワードを追加、/homeにディレクトリ作成
よく分からないままに、/etc/ftpchrootファイルを作り、user1と1行だけ書いてみました。

$ ftp 192.168.12.100
Connect to 192.168.12.100
220 a240 FTP server (GNU inetutils 1.4.1) ready.
Name (192.168.12.100:atmark): user1
530 User user1 access denied.
Login failed.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> bye
