クロス開発パッケージのインストールと、
インストールしたパッケージのbinディレクトリが
PATHに追加されているか確認してもらえますか？

SUZAKUスターターキットガイド(Linux開発編) Ver 1.2.1 ですと
「3.2.3. SUZAKU-Sクロス開発パッケージのインストール」になります。
