pkg-configが、bluezのライブラリを見付けれていませんね。

libbluetooth-devとlibbluetooth2の crossパッケージを作成し、インストー
ルしてみたらどうでしょうか？また、bluez用のpkg-configの設定ファイル
(.pc)が、/usr/lib/pkgconfig(または、クロス用に変更してある場合はそちら
のディレクトリ)にインストールされているか確認してみてください。

環境変数PKG_CONFIG_PATHで、.pcがあるディレクトリを指定することができま
す。
